1. Daily Overstay Fine Rates Across Gulf Countries
- 🇦🇪 UAE: Under standardized ICP regulations, overstaying incurs a fine of AED 50 per day for all visa categories following the expiry of the grace period (30 to 180 days).
- 🇸🇦 Saudi Arabia: Overstay fines for expired Iqama or visit visas start from SAR 500 for the first violation, increasing to SAR 1,000 with mandatory deportation center (Tarheel) processing.
- 🇴🇲 Oman: Under Royal Oman Police regulations, overstay fine is OMR 10 per month / approx. OMR 0.330 per day for expired work residencies, subject to periodic government amnesty waiver windows.
- 🇧🇭 Bahrain: Overstay fine is calculated at BHD 0.500 per day (BHD 15 to BHD 25 per month) after visa cancellation or expiry under LMRA regulations.
2. 🇦🇪 UAE: Checking ICP Fines, Istirham Waiver & Al Awir Outpass
- Check Fines Online: Visit smartservices.icp.gov.ae → Public Services → Fines - Pay Fines, or check Dubai residency at gdrfad.gov.ae.
- Humanitarian Fine Waiver (Istirham): If fines accumulated due to employer non-payment or hospital confinement, submit an Istirham (Mercy Petition) through an Amer Centre or GDRFA customer happiness center with your pending MOHRE case proof. Waivers of 50% to 100% are routinely granted.
- Obtaining the Departure Outpass: Visit the Al Awir Immigration Centre in Dubai or the Federal Deportation Centre in Shahama (Abu Dhabi) with your confirmed flight ticket and Emergency Certificate to receive an exit permit without airport arrest.
3. 🇸🇦 Saudi Arabia: Absher Jawazat Fines & Tarheel Repatriation
- Check Fines on Absher: Log in to absher.sa → Passports → Public Query Expiry of Residence (Iqama).
- Employer Non-Renewal Relief: Under Saudi Labor Law, the employer is legally responsible for Iqama renewal fees and associated fines. If the Kafeel abandoned you, register a formal complaint on qiwa.sa or call 19911 to transfer fines to the company CR.
- Tarheel Exit Pass: Distressed workers can report to the General Directorate of Passports Deportation Centre (Tarheel) in Shumaisi (Riyadh/Makkah) through Embassy Consular facilitation to receive an automated exit fingerprinting pass (Khuruj Nihai).
4. 🇴🇲 Oman: ROP e-Services Fine Calculation & Seeb Outpass Center
- Check Fines Online: Visit the Royal Oman Police Portal (evisa.rop.gov.om) → Check Fines → Enter your Civil Number or Resident Card Number.
- Ministry of Labour Dispute Certificate: If your overstay is due to employer wage theft or abandonment, obtain an official Pending Grievance Clearance from the Ministry of Labour (800 77000). This legally halts additional immigration fine accrual.
- ROP Outpass Processing: Report to the ROP Directorate General of Passports & Civil Status Outpass Office (near Muscat International Airport / Seeb) with your travel ticket, passport or Emergency Certificate, and embassy letter. Fines are waived or discounted under official humanitarian dispensation.
5. 🇧🇭 Bahrain: LMRA Status Regularization & NPRA Departure Outpass
- Check Fine Status: Check your residency and permit validity on the Bahrain National Portal (bahrain.bh) or via LMRA Express Services.
- LMRA Expat Protection Regularization: If you became irregular due to employer cancellation without settlement, visit the LMRA Expat Protection Centre in Sehla (995). They will provide legal shelter, negotiate fine mitigation with the Nationality, Passports and Residence Affairs (NPRA), and assist in obtaining an amnesty exit waiver.
- NPRA Departure Outpass: Report to the NPRA Exit Permit Office in Manama with your embassy Emergency Travel Document to receive your departure stamp without detention.
6. Getting an Emergency Travel Certificate (White Passport)
If your passport was retained by your employer or lost during overstay, your home country diplomatic mission issues an Emergency Certificate (EC / White Passport) strictly for one-way departure. Visit your Embassy Consular Section (India: ICWF Desk | Pakistan: Welfare Wing | Bangladesh: Labour Wing) with photographs, local police report, and flight booking.
