Gulf Absconding & False Huroob Removal Guide: Saudi Arabia, UAE, Oman & Bahrain

Across the Gulf Cooperation Council (GCC), when an employer files an Absconding Report (Huroob in Saudi Arabia, Inqita' an al-Amal in UAE and Oman, or Runaway Notice in Bahrain), the worker's legal residency is frozen, creating immediate risk of fines, detention, and deportation. However, employers frequently abuse absconding notices maliciously to retaliate against workers who demand unpaid wages. Every GCC country provides strict statutory mechanisms to challenge and cancel unjustified absconding reports.

1. 🇸🇦 Saudi Arabia: Qiwa 60-Day Contestation & MHRSD 19911

Under Saudi Ministry of Human Resources and Social Development (MHRSD) regulations, workers have an official 60-day statutory window to challenge an unjustified Huroob notice online:

  1. Log in to your Qiwa Individual Account (qiwa.sa) via Nafath Single Sign-On.
  2. Navigate to Work InformationAbsence Reports.
  3. Locate the active report and click Dispute / Contest Report.
  4. Select the dispute ground (e.g., Malicious report filed during pending salary dispute, Company refused Iqama renewal, or Employer closed establishment).
  5. Attach evidence (bank statements showing unpaid wages, labor complaints, or timesheets) and submit.
  6. If the 60-day window has expired, file an urgent Malicious Report (Kaidiyah) Lawsuit through the Najiz Labor Court Portal (najiz.sa) or call MHRSD helpline 19911.

2. 🇦🇪 UAE: MOHRE Absconding Notice Cancellation & 800 60

Under UAE Federal Decree Law No. 33 of 2021, an employer cannot file an absconding report (work abandonment circular) if there is an active wage dispute or if the worker was absent with valid justification:

  1. Contact the MOHRE Call Center at 800 60 or download the MOHRE UAE App.

4. 🇧🇭 Bahrain: LMRA Expat Protection Centre & 995

In Bahrain, the Labour Market Regulatory Authority (LMRA) operates specialized protections under Law No. 19 of 2006 for workers facing retaliatory runaway reports:

  1. Call the LMRA Expat Protection Centre (EPC) directly at toll-free 995 or +973 1710 3103.
  2. Visit the EPC headquarters in Sehla to register a dispute against the Runaway Report.
  3. The LMRA Expat Protection unit immediately pauses administrative deportation proceedings while investigating the claim.
  4. If the report is proved to be retaliatory, LMRA cancels the absconding status, allows status regularization, and can assist with legal job transfers.

5. Documents Required to Prove a Malicious Absconding Report

Always preserve the following records on your phone to substantiate your defense:

  • Wage Protection System (WPS) bank statements showing unpaid salaries.
  • Official complaint reference number from MOHRE, Qiwa, MoL Oman, or LMRA Bahrain.
