Gulf Visa Cancellation & Return Home Guide: Saudi Arabia, UAE, Oman & Bahrain
Under the labor laws of all GCC countries, employers do not have legal ownership of employees and cannot keep workers trapped against their will. If your contract has ended, or if your employer has breached terms, withheld pay, or refused to cancel your work permit, official legal pathways exist to secure visa cancellation, exit clearance, and free repatriation tickets.
1. 🇸🇦 Saudi Arabia: Qiwa Self-Exit (Khuruj Nihai) & 19911
Under the Saudi Labor Reform Initiative (LRI), expatriates can obtain a Final Exit Visa (Khuruj Nihai) without sponsor permission:
- Log in to your Qiwa Individual Portal (qiwa.sa) via Nafath.
- Go to Services → Final Exit Visa Request.
- If your contract has expired or the employer failed to pay wages for 3 months, submit the request directly. The system grants the employer a 10-day notice window to submit legitimate objections.
- If no legal violation is proved by the employer, the Ministry automatically issues the electronic Final Exit visa.
- If the employer has blocked your Absher or filed false claims, submit an urgent Repatriation Order Lawsuit via the Najiz Portal (najiz.sa) or call MHRSD at 19911.
2. 🇦🇪 UAE: MOHRE Work Permit Cancellation & Amer Outpass
Under UAE Decree Law No. 33 of 2021, an employer is legally obliged to cancel an employee's work permit within 14 days of contract completion:
- If your employer refuses cancellation or withholds your passport, contact MOHRE at toll-free 800 60 or visit a Tawseel / Tasheel service centre.
- Submit a complaint for Refusal of Work Permit Cancellation.
- MOHRE summons the company sponsor. If the employer fails to appear or settle within 14 days, MOHRE executes an Administrative Work Permit Cancellation.
- Take the MOHRE administrative clearance to an Amer Centre or GDRFA/ICP immigration desk to finalize residency cancellation and receive an exit permit without fines.
3. 🇴🇲 Oman: Ministry of Labour Permit Cancellation & ROP Outpass
Under Oman's Royal Decree 53/2023, the sponsor must settle dues and process visa cancellation upon contract expiration:
- If your sponsor refuses to process exit clearance, file an emergency grievance with the Ministry of Labour (toll-free 800 77000).
- MoL labour inspectors will summon the sponsor to deposit remaining salaries and complete electronic cancellation on the MoL portal.
- If the sponsor absconds or refuses compliance, MoL issues an Administrative Exit NOC.
- Present the MoL clearance at the Royal Oman Police (ROP) Directorate General of Passports & Civil Status to obtain your official departure outpass.
4. 🇧🇭 Bahrain: LMRA Permit Cancellation & NPRA Departure
In the Kingdom of Bahrain, work permits and legal residency cancellations are handled centrally through the Labour Market Regulatory Authority (LMRA):
- Visit the LMRA Expat Protection Centre in Sehla or call 995 / +973 1710 3103.
- File a formal report regarding Employer Refusal of Permit Cancellation / Repatriation.
- LMRA will verify the contract status and mandate that the employer execute cancellation within statutory deadlines.
- For workers whose visas are expired or cancelled without departure, LMRA coordinates directly with the Nationality, Passports & Residence Affairs (NPRA) to issue deportation and exit clearance waivers.
5. Employer Ticket Obligation & Consular Repatriation
In all 4 GCC countries, the law mandates that the employer must bear the full cost of the repatriation flight ticket back to the worker's home country upon termination of employment. If the employer has declared bankruptcy or vanished, contact your Embassy Consular Wing to access free emergency repatriation flight tickets financed via the Indian Community Welfare Fund (ICWF) or respective national diaspora funds.
